(Yes, I count the B.R.A.I.N. and Mr. Fab as separate for a reason) This was kind of brought about my Annadesu's Best Character Design thread (if you haven't responded or voted there, please do so!).
This isn't about who's design you think is best or worst, this is the one that you automatically went "woah" or "ah!" to when you saw it, or automatically caught your attention. it may have been the first time you saw the design, it may have been the second time, it may be you just realized you think it is striking.
Personally, the most striking designs for me were the Seamstress, 9, and 1.
The Seamstress is obvious for me, that thing scares me half to death every time I see it! The design was very interesting and I liked how they combined the cobra with a kind of angler fish. Plus, the baby doll head upped the major creepy factor.
9 is... well, the most striking thing to me is how PLAIN he is compared to the other characters! Everyone else has something big or unusual about their design that may or may not be functional. 9's only got a zipper, which is actually very useful. He get's my vote because it is rare for me to see such a simplistic design functionally work in something like this.
1. Whether you think he looks like a pimp or a Pope his design is always eye catching. He obviously wants to seem important and intimidating and if you take away his hat, cape, and scepter he's not any of those things in his mind.

Probably 5, because when I first saw him in the trailer, I was like "Whoah, that guy's missing an eye! That's one heck of a battle scar! This is gonna be interesting!"
Also, the Seamstress because it's the only one that made me go "WTF IS THAT THING IS THAT RELATED TO GIYGAS GET IT AWAY FROM ME!" thanks to the vicious-looking baby doll head with glowing eyes and all.
And then the twins made me go "Aww, look at them with their little hoods! They're adorable!"

Hmmm... I would say 1, actually. The first time I saw him, I was like "Whoa, what's wrong with his head?!" (Sorry Koh XD) The catbeast has always floored me with its design, as well. I just love it.

1 has a surprisingly stunning character design. He looks exactly how he should. He's regal and elder, with an air of power, whether or not it's true.
I STILL think 1 looks like he was crafted out of suede. XD
Other than that, probably 3+4, 6, and the cat beast.

I think I like 7, actually. Her skullmet is just plain awesome.
But the twins, 1, and 6 really stood out too.
And OH GOD the Seamstress is scary XD

6 has one of my favorite designs because I love stripes, his rope-hair is awesome and the pen-tips for fingers is just an awesome idea.

1 - I love the cape and the staff... I admit it, I have a strange fascination with shiny things o.o (the jewel and the bell in particular). I also kind of liked the fact that he was tied together by buckles. In my mind, it was unique. =)
2 - candle-hat FTW =D I also thought the shoelaces and his patchy exterior were unique features.
Cat Beast - I've always been fond of animals, and to see a fearsome robot structured on the skeletal remains of a housecat was pretty awesome.
Chancellor - okay, odd choice, but as a visual person I was struck by his presence. The filmmakers did a great job capturing that dictator persona (from the way he dresses to how he addresses his audience), and even though he's only on camera for less than a minute I still envision him as an imposing figure.

The Fabrication Machine. Seriously, all the details on it make my eyes hurt. It has by far one of the most amazing designs I have ever seen! ;D And is pain to draw...

For me?
All of them, considering how they'd been based off of only two designs from a short film that had basically been stripped down to the bare essentials. Hell, even 7, being technically the most simplistic of all characters, had a number of accessories to spruce her design up.
With machines in mind, however, I'm going to have to side with the Cat Beast. It's a very interesting idea, having a crude metal form bearing a feline resemblance, although the film and short versions are basically the same (in the short, however, it has a "skin" made from those of the 8 deceased ragdolls).

Yeah, I saw 9 as striking for that same reason, Bane. He's so...plain compared to the rest XD Though, I think that may be because he's the...ah, "default" design. Wasn't he the first one that Shane Acker ever came up with? All the others came later on, and from experience, I will say that the later on you design a character, the more dynamic they will seem as compared to the earlier characters.
Other than that, the Winged Beast's design really struck me. The thing has a friggin' human spine and its beak is made out of knives. And the tail was a miniature harpoon. Plus its eyes. It's definitely my favorite of all the Fab's creations XD

I always thought 1 was pretty cool, with all of his studs. And the Seamstress and ol' Fabby were so flippin' awesome. I also always liked 9's design. I don't know why. I guess I like the simplicity.

The Twins and 1 struck me most design wise. :3 Especially the Twins. XD I loved their little hoods and thumb-tails. First time I saw them I was like, "OMG THEY ARE SO CUTE I WANT ONE!! <3"
As for Machines, I'd have to say the Cat Beast and Seamstress. I thought they were very creepy looking, plus I hadn't seen the original short yet so the Cat Beast was a real treat for me on screen. X3
